<p>Question: Name a program that educates poor women and girls, reduces poverty, and promotes the use of sustainable, environmentally friendly solar energy.</p>
<p>The answer as you have probably guessed from the title is Barefoot College in India. Founded in 1972 by Bunker Roy, Barefoot College draws students, mostly illiterate women from developing countries and in as little as six months turns then into engineers capable of solar electrifying a village.</p>
<p>Barefoot College places a priority on training rural women. Mr. Roy says, "We've come to the sad conclusion men are untrainable. They expect too much. They are restless. If they're young, they're impatient. The first thing they ask even before the training starts is, do I get a certificate? They will use that certificate to get the worst job possible in a city, whereas if we take middle-aged grandmothers to be trained I don't have that problem of migration."</p>
<p>Graduates of Barefoot College are able to earn extra income for their families, have improved status in their homes and communities, provide a clean, sustainable energy source for their communities and are more likely to insist on education for their daughters.</p>
<p>Solar has opened new opportunities for work and study especially for girls. Girls are often kept out of school to perform household chores. Solar energy has made night schools for girls possible.</p>
<p>Funded by the UN and private foundations Barefoot College has solar electrified some 350 villages across India and dozens more in sub-Saharan Africa and even war-torn Afghanistan.</p>
<p>That's inspiring!</p>

<content:encoded><![CDATA[<p>While I'm on the subject of the UN (see previous post), it's about time I provided you with an update on the vandalised <a title="UN personnel vandalise archaeological sites" href="http://nickbrooks.wordpress.com/2007/12/18/vandalised-rockshteler-lajuad/" target="_blank">rock art</a> (see also the posts in the "Vandalised rock art" category to the right).</p>
<p>MINURSO have continued to be cooperative, and have been liaising with my Catalan colleagues (who specialise in the rock art and who have worked extensively at the sites in question) regarding possible restoration. Sometime roundabout now an expert in restoring damaged rock art sites should be assessing the possibility of rehabilitating the sites (at Lajuad and possibly at Rekeiz). Of course it may not be possible - any further intervention may just cause more damage. But we will have to wait and see - more news as I get it.</p>
<p>UNESCO are maintaining a stoney silence, and never responded to my enquiries. So I can only assume that they have well and truly bowed to Moroccan pressure and are placing politics above heritage, as <a title="Cultural heritage plays second fiddle to politics at UNESCO" href="http://nickbrooks.wordpress.com/2008/06/23/cultural-heritage-plays-second-fiddle-to-politics-at-unesco/" target="_blank">previously argued</a>. Tut tut - shame on you UNESCO.</p>

<p><span style="font-size:8pt;color:#000000;font-family:&#34;">Il Centro Camuno di Studi Preistorici informa che da lunedì 6 a domenica 12 ottobre a Rodengo Saiano, presso la piazza del Franciacorta Outlet Village, si terrà la mostra in piazza sulle incisioni rupestri "Le Incisioni Rupestri Preistoriche della Valcamonica: 7 Parchi per conoscere la nostra preistoria". La mostra esce dai musei, luoghi chiusi, dove è obbligo il silenzio ed il rispetto di regole meditative, per occupare le piazze e le strade, spazi aperti solitamente deputati all'incontro: e qui, nelle piazze invita a parlare di patrimoni culturali, di arte e di storia. </span></p>
<p><span style="font-size:8pt;color:#000000;font-family:&#34;">L'esposizione, che si compone di 45 bacheche-pannelli, illustra attraverso le immagini (figure, foto, rilievi, ricostruzioni) l'epopea degli uomini preistorici che hanno abitato la Valcamonica lasciandovi l'immenso patrimonio rupestre: 350.000 figure incise sulle rocce ora visitabili nei 7 Parchi aperti alla visita organizzata e che vengono qui presentati anche nella proposta turistica: </span></p>
<p><span style="font-size:8pt;color:#000000;font-family:&#34;">a- Parco di Luine (A Boario Terme); </span></p>

<title><![CDATA[International OER Community Update]]></title>

<content:encoded><![CDATA[<p><a href="http://educationload.files.wordpress.com/2008/10/community.jpg"><img class="alignleft size-full wp-image-758" title="Community " src="http://educationload.wordpress.com/files/2008/10/community.jpg" alt="" width="333" height="500" /></a>The Open Educational Resources (OER) movement is a global movement. Education is an issue that crosses borders and spans continents; open education—the creation and distribution of OER—empowers people in a global dialogue. However, the mere promotion of OER is not sufficient for the success of this international effort, as many issues and barriers to open education are country- and culture-specific. In this sense, the international OER community has some significant differences to bridge, and we must somehow synthesize the diverse range of projects and perspectives into clear and tangible objectives.</p>
<p>The <a href="http://oerwiki.iiep-unesco.org/index.php?title=OER_Community">UNESCO OER Community</a> exemplifies progress made on this front, with currently 700+ members from 105 countries. Although North America and Western Europe account for about half of the participants, <!--more-->the community is still represented by 72 developing countries. One of the most compelling components of the community is its <a href="http://oerwiki.iiep-unesco.org/index.php?title=OER_stories">case studies</a> project, “stories - of how institutions and individuals have developed or used OER,” based in various countries. These case studies—including those from Canada, Rwanda, Italy, South Africa, New Zealand, the Netherlands and more—explore OER against the background of their heterogeneous contexts. What works? What doesn’t work? What did the organization or persons involved do or must they now do in order to overcome obstacles—either due to institutional bureaucracy, lack of resources, or otherwise? These stories are windows of insight into different ways of progressing globally.</p>
<p>In addition to case studies, the international community is developing an <a href="http://oerwiki.iiep-unesco.org/index.php?title=UNESCO_OER_Toolkit">OER toolkit</a>, <a href="http://wiki.oercommons.org/mediawiki/index.php/OER_Storytelling_Project">templates</a> for ease of sharing more stories (from community members, academics creating and using OER, and learners using OER), and discussion surrounding such issues as access to technology, copyright, best practices, learning psychology of OER, and more. The OER toolkit will prove especially useful in addressing the issues raised by case studies, as it targets any persons interested in becoming involved with OER, either as creators or users, and those wishing to integrate OER into their institutions or organizations.</p>
<p>eLearning Papers, a journal that “promotes the use of ICT for lifelong learning in Europe,” recently examined similar issues surrounding OER and the international community in its September installment, “<a href="http://www.elearningpapers.eu/index.php?page=home&#38;vol=10">Open Educational Resources</a>.” From the editorial,</p>
<p>“<em>This issue of eLearning Papers is dedicated to the thriving work around Open Educational Resources (OER) by committed individuals, institutions and user communities. Five selected papers by the guest editors investigate the organisational, social, cultural, pedagogical and technical aspects of implementing OER…</em></p>
<p><em>We have two papers that investigate how higher education institutions work OER into their policies and practices. “Open Educational Resources for Management Education: Lessons from experience” elaborates on a French faculty which created a digital distribution place to share and disseminate university courses. The initial resistance of the faculty members evaporated as they started receiving positive feedback on their courses, as well as international interest in their French content. On the other hand, “Reflections on sustaining Open Educational Resources: an institutional case study” shows how first gaining high level policy support within the institution for the initiative of OER was turned into a sustainable institutional practice.</em>”</p>
<p>The journal is licensed <a href="http://creativecommons.org/licenses/by-nc-nd/2.5/">CC BY-NC-ND</a>, while the <a href="http://oerwiki.iiep-unesco.org/index.php?title=Main_Page">UNESCO OER Community</a> site is open for re-use and adaptation under <a href="http://creativecommons.org/licenses/by-sa/2.5/">CC BY-SA</a>. It is also hosted on a wiki which means anyone is free to contribute to the <a href="http://oerwiki.iiep-unesco.org/index.php?title=OER_stories">OER case studies</a> and <a href="http://oerwiki.iiep-unesco.org/index.php?title=UNESCO_OER_Toolkit">OER toolkit</a>. The UNESCO OER Community has been funded by one of our avid supporters, <a href="http://www.hewlett.org/Default.htm">the William and Flora Hewlett Foundation</a>, since its inception in 2005.</p>

<p>Guess what: <a title="UNESCO" href="http://portal.unesco.org/en/ev.php-URL_ID=43542&#38;URL_DO=DO_TOPIC&#38;URL_SECTION=201.html" target="_blank">18 million extra teachers </a>are needed to reach the <a title="MDG" href="http://www.un.org/millenniumgoals/education.shtml" target="_blank">Millenium Development Goal </a>of universal primary education by 2015. Eighteen million..... In Africa alone, 3.8 million additional teachers are required to achieve this Goal.</p>
<p>That search for 18 million is a massive 'Search for Truth'. Not as simple as our recent Baha'i childrens class where they searched for truth, using the story of the elephant &#38; the blind men.</p>

<p>Quick question: do you remember your best teacher? Was he or she from a primary or secondary school, Sunday class at church, Baha'i children class, or summer school? Whenever it was, please send some positive thoughts to every teacher you know, because today is <a title="World Teachers' Day" href="http://www.ei-ie.org/worldteachersday2008/" target="_blank">World Teachers' Day</a>. A Day set aside by <a title="UNESCO" href="www.unesco.org" target="_blank">UNESCO</a> to honour and recognize teachers around the world.</p>
<p>In my opinion true education is about learning to search for the truth, just like our recent Baha'i childrens class (you remember the story of the blind men &#38; the elephant?).</p>
<p>The UNESCO report "Learning: the treasure within" by the International Community on Education for the 21st Century stated in 1996 that education should be based on 4 pillars (<a title="4 Pillars of Education" href="http://www.unesco.org/delors/fourpil.htm" target="_blank">4 onderwijspilaren).</a></p>

<p>These 4 pillars complement &#38; strengthen each other. They are the pillars of:</p>
<ol>
<li>learning to know</li>
<li>learning to do</li>
<li>learning to live together</li>
<li>learning to be</li>
</ol>
<p><strong>Learning to know</strong> lays the foundations of learning throughout life. It refers to the basic knowledge we need to understand our environment and to live in dignity. It includes arousing curiosity, research and discovery, and developing concentration, memory, and thought.</p>
<p><strong>Learning to do</strong> is all about practical skills, teamwork and initiative, a readiness to take risks, turning our knowledge into effective innovations.</p>
<p><strong>Learning to live together</strong> is based on developing an understanding of ourselves AND others through dialogue, resulting in empathy, respect, and appreciation. It is about recognizing our growing interdependence, experiencing shared purposes, implementing common projects and a joint future, and managing conflicts in a peaceful way.</p>
<p><strong>Learning to be</strong> deals with freedom of thought, feeling, and imagination that we need to act more independently, with more insight, more critically, and more responsibly. The end of education is to discover and <em>open the talents which are hidden like a treasure within every person.</em></p>
<p>Of course, as a Baha'i, this last phrase talking about 'a treasure within' reminds me immediately of a quotation from <a title="Baha'u'llah - Gleanings" href="http://www.bahai-education.org/ocean/" target="_blank">Gleanings by Baha'u'llah</a>:</p>
<blockquote><p><em>Lack of a proper education hath, however, deprived him of that which he doth inherently posses........ Regard man as a mine rich in gems of inestimable value. Education can, alone, cause it to reveal its treasures.</em></p></blockquote>
<p>Individual Baha'is and their communities all over the world are heavily involved in education for children, junior youth and youth. Young people are our 'most precious resource' and I know of some awesome inspiring educational programmes such as <a title="SAT programme from FUNDAEC" href="www.fundaec.org" target="_blank">SAT</a> in South &#38; Central America, and <a title="FAS India" href="http://news.bahai.org/story/639" target="_blank">FAS community schools</a> in India.</p>
<p>And although a a <a title="UNESCO press release" href="http://portal.unesco.org/en/ev.php-URL_ID=43542&#38;URL_DO=DO_TOPIC&#38;URL_SECTION=201.html" target="_blank">UNESCO press release</a> states: 'Even when the overall supply of teachers is sufficient, remote and disadvantaged areas across the globe may suffer persistent problems in recruitment and retention. This shortage of qualified teachers is one of the biggest challenges to achieving the Education for All goals', I'm not that pessimistic.</p>
<p>Some readers might say that I have too much faith in the efforts and energy of my Baha'i family all around the globe. I don't mind. I know these efforts have been blessed by Baha'u'llah.</p>

<content:encoded><![CDATA[<p>Ya que hoy es el día de los derechos de los animales, pensaba poner algunos fragmentos de la <a href="http://www.faunaiberica.org/pdf/declaracion-derechos-animales.pdf">Declaración Universal de los Derechos del Animal</a> (UNESCO, París, 1978) pero si se lee detenidamente está igual de contaminada de especismo que cualquier otra declaración en la que se intente disfrazar la explotación animal como un acto de colaboración entre especies; se intenta remendar el sufrimiento causado con leyes para mantener las apariencias y no para proteger y salvaguardar la identidad del individuo, sea de la especie que sea, ya que no son la masa homogénea de un recurso disponible sino criaturas que al igual que nosotros pertenecen la evolución, que siguieron el mismo proceso que nosotros para llegar a la actualidad y que no tienen porque vivir en nuestras casa o tener una finalidad determinada para merecer su existencia...o es que acaso la vida humana está llena de gloria y magnificencia al llegar al mundo envuelta en un amasijo placentario, igual que el resto de mamíferos placentarios (por ejemplo), simplemente por su condición??<br />
Desbancamos la religión y sus dogmas porque nos parece ridícula e insultante la idea que nuestras vidas puedan estar regidas por un ser superior; nos indigna que la iglesia nos manipule con la excusa de servir al poder divino. Cuando los dirigentes de un país deciden actuar de una determinada manera y nos sentimos encaminados a punta de fusil hacia un camino que no hemos elegido, nos lanzamos a las calles a manifestarnos por nuestros derechos. Escribimos canciones protesta, reinventamos el sentido de la anarquía en nuestro desmesurado deseo de libertad, llamamos a la valiente revolución y damos nuestra vida por ella...</p>
<p>Y sin embargo, cuando somos nosotros, con nuestro complejo de la superioridad racional, excusa polivalente y polimorfa, los que dominamos a nuestro antojo al resto de animales, parece como que se nos olvidan de repente todos estos argumentos tan buenos, tan fantásticamente geniales, tan revolucionarios, a favor de esa libertad tan mentirosa y relativa.</p>
<p>Un poco de coherencia, por favor, y un poco menos de hipocresía.</p>

<content:encoded><![CDATA[<p>World Teachers' Day, held annually on 5 October since 1994, commemorates teachers’ organisations worldwide. Its aim is to mobilise support for teachers and to ensure that the needs of future generations will continue to be met by teachers.</p>
<p>According to UNESCO, World Teachers' Day represents a significant token of the awareness, understanding and appreciation displayed for the vital contribution that teachers make to education and development.</p>
<p><a href="http://analienearthling.files.wordpress.com/2008/10/wtd08_ec_en1.jpg"><img class="alignnone size-full wp-image-733" title="wtd08_ec_en1" src="http://analienearthling.wordpress.com/files/2008/10/wtd08_ec_en1.jpg" alt="" width="600" height="399" /></a></p>
<p>The role that teachers play in our lives is often not given the appreciation it deserves. Great teachers not only do their jobs but make a difference to our lives in more ways than we can imagine. Here is the story of an elementary teacher who made a huge difference to the life of her student, in her own words:</p>
<p>This past school year I was pleased when a student I had in third grade came back to personally invite me to his wedding. He said I was the only teacher that had believed in him. It made me feel so wonderful that he would remember me and think enough of me to share the most important day of his life. I can't tell you how great that made me feel. It made not only my day but also the rest of my school year.</p>
<p>Then the day of the wedding arrived. I sat on the aisle seat so I could at least see the groom. When he came down the aisle with his new bride, we exchanged smiles and it made me feel special. I went through the receiving line and got big hugs from his sister, then from him and next his father and his mother. His mother was crying, don't all mothers cry at weddings?! I told her how pleased I was to share this special day and she said, "You've done so much for our son." I answered by saying that I was glad if I had, even though I wasn't sure what. His mother then said that she'd like to tell me what sometime and I responded that I'd like that and sat back down. Soon after the head table was seated I felt a tug on my arm and it was the groom's father. He said, "You're wanted down front." I couldn't imagine why. As we approached his table he told me the groom wanted me to sit with his parents. I couldn't believe that on "his" special day he would even be thinking about me, let alone want me to sit with his parents. Then the groom got up and came down to my table and presented me with roses. I was in such disbelief! I think I said something like, "This is your day, what are you doing?" He just grinned and went back to sit with his bride.</p>
<p>Then his parents said they wanted me to know "what" I had done for their son. They said that after he was in my class he had a really bad year where a teacher constantly put him down. He began writing that he was stupid, he was dumb and that he hated himself. Then one day he went out into their barn with the intention of hanging himself. He thought of me and my faith in him and couldn't do it. His parents then thanked me for their son.</p>
<p>Needless to say I was overwhelmed with emotions. After I left the wedding reception, I cried all the way home. I have always promised myself that I would retire when I no longer enjoyed getting out of bed and heading for school. On that trip home I made a silent promise to this young man that as soon as I couldn't support my students I would quit.</p>
<p>That didn't seem enough somehow and a friend suggested I write this down and share it somewhere in order to affect a lot of teachers. Letting teachers know that they DO make a difference was a way for both the groom and me to really use this to help make a difference in someone else's life.</p>
<p>Someone suggested using the word "inspire" and I initially thought that was a good idea. But, after thinking awhile, the word inspire means to me to move toward something and I think this whole incident SHOUTS that we ALREADY make a difference whether we ever know it or not. So keep up the good work and have a great year. This message comes from the groom and myself.</p>

<p>Kampung Kalou memiliki sekolah tingkat dasar, yang kini diakui UNESCO sebagai sekolah terkecil di dunia.</p>
<p>Kalou adalah kampung kecil yang berjarak 180 km dari Busher disebelah selatan Iran, dengan populasi penduduk hanya 7 keluarga (34 orang).<br />

sekolah Kalou yang memiliki 4 pelajar; 2 anak laki-laki dan 2 anak perempuan, diasuh oleh guru yang antusias-Abdul Muhammad Sha'raani.  dia merencanakan pendidikan lebih lanjut untuk mengajar dikampung tersebut.</p>
<p>Sha'raani lah yang mengenalkan sekolah tersebut ke suluruh dunia melalui web-log nya.  sekarang sekolah tersebut telah diakui secara internasional.</p>
<p>ketika ditanya bagaimana sekolah tersebut dikenalkan kepada UNESCO, Sha'raani mengatakan bahwa seorang teman dari Iran yang tinggal di Australia membuat "versi Inggris" blognya.  segera setelah itu, seorang pembaca mengirim "link" ke UNESCO, dimana kemudian  UNESCO mengakui sekolah tersebut  sebagai "sekolah terkecil di dunia".</p>
<p>"ada banyak sekolah-sekolah kecil dengan sedikit pelajar di dunia," kata Sha'raani.  "Tetapi kelebihan sekolah saya adalah, bahwa saya telah mengenalkannya kepada dunia melalui web-log ku."</p>
<p>Kedatangan paket misterius yang berisi banyak coklat  dan sebuah kartu dari kalifornia menunjukkan bahwa sekolah kecil tersebut telah dapat menyentuh hati seluruh dunia.  hadiah tersebut telah memberikan kesempatan bagi Sha'raani untuk membicarakan masyarakat dari budaya lain kepada murid-muridnya, serta mengucapkan terima kasih kepada para penggemar ditempat yang jauh.</p>
<p>Sha'rani sangat bangga dengan murid-muridnya ; Parisa, mahdi, hamideh, dan Hossein, yang belajar-bersama-sama pada waktu yang sama, walaupun mereka memiliki tingkatan yang berbeda.  Walaupun menantang, Sha'rani mengatakan dia akan menjaga secara bersamaan, dengan berbagai aktifitas yang telah dia rencanakan.</p>
<p>Melalui pembukaan pusat-pusat pendidikan orang dewasa, bahkan di wilayah-wilayah yang jauh di Iran, para bapak-bapak dan ibu-ibu kampung juga dapat meningkatkan pendidikan mereka.</p>
<p>Para pelajar memiliki hanya satu komputer, pemberian kepala kementrian pendidikan wilayah tersebut.  Mr. Abedi mengirim komputer tersebut setelah melihat daftar keperluan barang keinginan para siswa tersebut.  satu diantaranya adalah komputer tersebut.  Para siswa kecil tersebut juga dapat memiliki akses internet, dan Sha'raani mencoba memasukkan pelajaran komputer kedalam kurikulumnya.</p>
<p>seorang direktur Film iran,Daryoush Gharibzadeh, telah membuat film dokumenter singkat tentang sekolah dasar kampung Kalou tersebut.</p>
<p>Film pendek Gharibzadeh "Boomerang" ditujukan untuk kompetisi "Canada’s 2008 Planet", sebuah festival film yang fokus pada masalah lingkungan.  Boomerang berhasil memenangkan "Crystal Simorgh (Phoenix)" untuk kARYA FILM PENDEK TERBAIK di festival film Internasional Fajr ke-26. <p>La<strong> Unesco</strong> estima que hacen falta 18 millones más de profesores de primaria en el mundo para alcanzar la enseñanza primaria universal en 2015 y señala a África como el área geográfica con más carencias, donde se necesitan casi 4 millones de maestros suplementarios.</p>
<p>"La penuria de docentes cualificados sigue siendo un problema crucial", señaló hoy la Unesco en un comunicado en el que cita a Ruanda y Mozambique como algunos de los países más afectados por el déficit de profesores.</p>
<p>Según la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (Unesco), el continente africano necesita 3,8 millones de docentes suplementarios para alcanzar la educación primaria universal en el horizonte de 2015.</p>
<p>La Unesco profundiza además sobre el problema de la "cualificación" de los profesores e indica que "en los países en desarrollo no es raro encontrar maestros cuyo nivel no sobrepasa del segundo ciclo de secundaria.</p>
<p>El comunicado, que aborda problemas que serán tratados en una mesa redonda en el seno de la organización el próximo día 3, está firmado por el secretario general de la organización, Koichiro Matsuura, el director de la Organización Internacional del Trabajo (OIT), Juan Somavia, y la directora general de Unicef,</p>
<p>Kemal Dervis, entre otros.</p>

<p class="MsoNormal" style="text-align:justify;"><span style="font-size:10pt;font-family:Arial;">La tesis que preside este análisis es que la corrupción no es un comportamiento ocasional y aberrante de unas personas o grupos sino el cumplimiento del destino actual del orden económico capitalista. De aquí que no se trate de describir prácticas y usos corruptos sino de profundizar en la condición sistémica del fenómeno contemporáneo de la corrupción. Su efecto más patente, su consecuencia más verificable es el volumen total que representan las actividades conjuntas de la economía, que de manera lata podemos llamar paralela, entendiendo por tal la que generan la economía ilícita y la economía criminal. </span></p>
<p class="MsoNormal" style="text-align:justify;">
<p class="MsoNormal" style="text-align:justify;"><span style="font-size:10pt;font-family:Arial;">El contenido principal de la primera lo conforman el fraude y la evasión fiscal; la segunda está constituida por la dimensión económica de las actividades propiamente criminales tales como tráfico de drogas; comercio de seres humanos o de partes de los mismos (tráfico de órganos); robos con violencia; contrabandos y estafas de todo tipo; producción y venta de moneda falsa y en general todas aquellas cuyo objetivo es apropiarse de bienes o productos que tienen un valor por y en sí mismos o que pueden proporcionar una prestación o un servicio de condición ilícita, retribuidos de manera ilegal. Lo que lleva a distinguir entre actividades entera o parcialmente criminales, casi siempre obra de las mafias; y las de las organizaciones criminalizables, que se atribuyen a la delincuencia de guante blanco.</span></p>
<p class="MsoNormal" style="text-align:justify;">
<p class="MsoNormal" style="text-align:justify;"><span style="font-size:10pt;font-family:Arial;">La cuantía económica derivada de ambos sectores, el ilícito y el criminal, es impresionante. A pesar de la extrema dificultad, por razones obvias, de evaluarlo, puede afirmarse, partiendo de las afirmaciones más fiables, que el volumen del dinero negro en circulación supera el 15% del PIB mundial y que la masa dineraria objeto de blanqueo está entre el billón y medio y los dos billones de dólares. Lo que significa que esta realidad económica, al margen de los circuitos de la vida normal de la economía, es ya superior al tercio de la economía legal mundial. Y ello nos plantea la escandalosa cuestión de intentar explicar cómo ha podido llegarse a esta inmensa porquería y como persiste año tras año en estos tiempos de nuestros tan proclamados valores éticos, primacía del derecho y democracia.</span></p>
<p class="MsoNormal" style="text-align:justify;">
<p class="MsoNormal" style="text-align:justify;"><span style="font-size:10pt;font-family:Arial;">Existe un amplio consenso para atribuirlo a muy efectivas determinaciones estructurales y a la ideología económica dominante. Y así la casi total financiarización de la economía, la informatización y los perfeccionamientos técnicos de su tratamiento, en especial en el sector contable; y la generalización de los intercambios informales con el rol dominante de los mercados inmateriales han producido lo que el magistrado francés Jean de Maillard, vicepresidente de la Audiencia Provincial de Orleans, designa en su libro El informe censurado como monopolio legítimo de la ilegalidad. Gracias a él, el Estado se arroga la capacidad de enunciar el derecho y al mismo tiempo transgredirlo, en aquellos ámbitos que considera fundamentales para sus intereses. </span></p>
<p class="MsoNormal" style="text-align:justify;">
<p class="MsoNormal" style="text-align:justify;"><span style="font-size:10pt;font-family:Arial;">A estos condicionamientos de naturaleza estructural, se agregan el actual orden geopolítico mundial con la indisputada dominación de la potencia norteamericana y sobre todo la absoluta vigencia del credo ideológico liberal, cuya más acabada expresión económica lo representan los 10 preceptos del Consenso de Washington, formulados por John Williamson, senior fellow del IEI de Washington, como quintaesencia en los años ochenta y noventa de la política económica conjunta del Banco Mundial, del FMI y del Departamento del Tesoro de EE UU. Preceptos que pueden resumirse en los tres grandes principios siguientes: libertad total para los intercambios de bienes, capitales y servicios; estricto control presupuestario del gasto público, y una irrestrictiva desreglamentación pública de la vida económica.</span></p>
<p class="MsoNormal" style="text-align:justify;">
<p class="MsoNormal" style="text-align:justify;"><span style="font-size:10pt;font-family:Arial;">Esta entusiasta incitación sin límites ni reglas a intercambiar, negociar y enriquecerse tenía que generar la masa de indecencias con que nos topamos, de las que las publicaciones de la última década sobre los escándalos financieros -Enron, Worldcom, Tyco, Vivendi, Parmalat, BCCI, Citibank y tantos otros- han dado noticia bastante. Sin olvidar los ejemplos extremos de los grandes depredadores mundiales, denunciados por el grupo de expertos de la ONU, creado y presidido por el diplomático egipcio Mahmoud Kassen, entre los que destaca el hombre de los 20 nombres (Victor Bout, Victor Vitali, Victor Sergilov, Victor Butle...) y decenas de nacionalidades, con 19 compañías aéreas y más de 80 aviones, implacable depredador de África, principal responsable del desastre de Congo. Claro que el destape de los escándalos ha tenido graves consecuencias para sus principales promotores y beneficiarios, con presidentes de las sociedades afectadas, no sólo destituidos sino en algunos casos en la cárcel. </span></p>
<p class="MsoNormal" style="text-align:justify;">
<p class="MsoNormal" style="text-align:justify;"><span style="font-size:10pt;font-family:Arial;">Pero esto no justifica que algunos responsables del actual orden mundial capitalista como Horst Kohler, director general del FMI de 2000 al 2004, y Kenneth Rogoff, director del servicio de estudios del FMI, se hayan apresurado a hacer una mansa autocrítica con el fin de positivar las capacidades autocorrectoras del sistema. Lo que no parece discutible es que la corrupción autocorregida en sus consecuencias o no, funciona como confirmadora de los grandes propósitos del orden económico dominante. En definitiva, el ejercicio corruptor es la prueba de la eficacia de su funcionamiento: su gloria.</span></p>

<p class="MsoNormal" style="text-align:justify;"><span style="font-size:10pt;font-family:Arial;">La primera parte del análisis sobre la corrupción que se publicó antes de la interrupción veraniega mereció la aprobación de mi hijo Miguel, cosa poco frecuente en su apreciación de mi actividad periodística, lo que me lleva ahora, después de su fallecimiento la semana pasada, a dedicarle esta parte final. En aquélla, y más allá de la condición anecdótica de los inventarios sobre los casos y modos corruptos que inundan nuestras sociedades, se procedió a la presentación de las determinaciones estructurales e ideológicas que caracterizan ese fenómeno y lo configuran como una dimensión fundamental de la contemporaneidad última. </span></p>
<p class="MsoNormal" style="text-align:justify;">
<p class="MsoNormal" style="text-align:justify;"><span style="font-size:10pt;font-family:Arial;">Ahora bien, esa característica sistémica de la corrupción debe su efectividad a su inscripción en un marco geoeconómico y geopolítico que la soporta y la legitima. Ese marco, como quedó apuntado entonces, es el de la mundialización liberal capitalista, asentada en la dominación política y económica de la potencia norteamericana, bajo la batuta institucional del FMI, del Banco Mundial y de los Departamentos de Estado y del Tesoro de EE UU, que la dotan de una extraordinaria presencia expansiva.</span></p>
<p class="MsoNormal" style="text-align:justify;">
<p class="MsoNormal" style="text-align:justify;"><span style="font-size:10pt;font-family:Arial;">Pero esa dominación ha empezado a hacer agua por muchas partes, con un capitalismo financiero desnortado y enloquecido, que entre el furor por la especulación, el hiperconsumismo incontrolable y una inflación que no cesa no sabe a qué carta quedarse, sin que los avatares del subprime, la crisis que ha desencadenado y los contradictorios remedios que se le han aplicado -inyecciones masivas de liquidez y nacionalizaciones- apunten a solución alguna capaz de impedir el naufragio. Este capitalismo inicuo y depredador con la ignominia de sus repugnantes escándalos empresariales, el aumento de su precariedad laboral y la salvaje agravación de las desigualdades entre los pocos muy ricos y todos los demás nada tiene que ver con el capitalismo de los padres fundadores. </span></p>
<p class="MsoNormal" style="text-align:justify;">
<p class="MsoNormal" style="text-align:justify;"><span style="font-size:10pt;font-family:Arial;">El capitalismo que nos propusieron Max Weber, en su obra pionera La ética protestante y el espíritu del capitalismo en 1905, y la magistral Religion and the rise of capitalism del historiador inglés Richard H. Tawney en 1926 ha sido objeto de una corrupción total. Su exhortación a la autodisciplina, al trabajo duro, a la austeridad, al ascetismo individual tan ligados a la ética calvinista y más ampliamente protestante son antónimos del irresponsable despilfarro consumista en que se ha convertido el régimen capitalista, en el que el gasto en publicidad en EE UU es superior al del presupuesto de toda la enseñanza superior. Por lo demás, la depredación de recursos es tal que, según el Worldwatch Institute, el consumo de bienes y servicios de la humanidad en los 40 años que van de 1950 a 1990 es superior al de todas las generaciones precedentes. A lo que se agrega que el objetivo principal del sistema no es ya el de producir bienes para satisfacer necesidades sino sólo producir beneficios, ganar dinero.</span></p>
<p class="MsoNormal" style="text-align:justify;">
<p class="MsoNormal" style="text-align:justify;"><span style="font-size:10pt;font-family:Arial;">Por otra parte, el mundo bipolar del siglo XX, centrado en torno de EE UU y la URSS, ha perdido todo sentido. En lo político, en lo económico, en lo social, en lo cultural. Hoy la geopolítica mundial es radicalmente multipolar y los grandes países -China, India, Japón- y las macrorregiones, cada vez más afirmadas, reclaman una posición protagonista. Por ello, seguir uncidos a la política y a los intereses norteamericanos es apuntarse a más o menos corto plazo a una batalla perdida. Disfrazar el seguidismo de defensa de los valores occidentales ya no engaña a nadie. Pues Europa es una de las principales macrorregiones del panorama actual, con una fuerte especificidad, que la capacidad homogeneizadora del capitalismo monopolista de EE UU no ha logrado desmontar del todo y de ahí la obligación de convertirla en referente y estímulo de la nueva macrorregionalización del mundo.</span></p>
<p class="MsoNormal" style="text-align:justify;">
<p class="MsoNormal" style="text-align:justify;"><span style="font-size:10pt;font-family:Arial;">Esta imputación sistémica no supone la exculpación de los crímenes y fechorías de las mafias sino el señalamiento del responsable principal cuya neutralización debe ser el gran objetivo de la lucha anticorruptora. Las denuncias de las prácticas criminales mafiosas, tal como hacen la novela y el filme Gomorra con la presentación de las actividades de la Camorra, por aleccionadoras que sean, no acabarán con la corrupción capitalista que se ha convertido en trama sustantiva de nuestras sociedades. Pues si el estalinismo corrompió y acabó con las esperanzas del comunismo, la radicalización individualista y la insaciable y compulsiva avidez de riqueza y disfrute han corrompido el capitalismo originario. La épica del enriquecimiento a cualquier precio no deja espacio indemne y muestra su imperio en las formas más espontáneamente agresivas de la cultura popular del mundo juvenil que en su música rapera nos conmina a get rich or die trying. Ese grito de "enriqueceos o morid en el intento" es la expresión más cabal de la corrupción actual del sistema capitalista.</span></p>

<p>The Plaza de la Constitucion, also know as the Zocalo, is the heart of the historic center of Mexico City.  It is the city's main square and hosts frequent concerts, protests, rallies, street performers and special events.  In 1987 the entire 34 block historic center was declared a Unesco World Heritage site.</p>
<p>The square is bordered by the Catedral Metropolitana to the north and the Palacio Nacional to the east.  The Palacio Nacional is home to the offices of the current president of Mexico, Felipe Calderon, and the Federal Treasury.  There is a large military presence around the square and the soldiers hold daily ceremonies for the raising and lowering of the flag in the center of the square.  Each day residents and visitors alike crowd the Zocalo to view the ceremony.</p>
<p>You will almost always find people relaxing in the square, sightseeing and enjoying various forms of entertainment.  Children can frequently be seen chasing pigeons and playing together.  Along the Western side of the Catedral workers line up displaying signs advertising their trade and wait for someone to request their services.  Whether you are in need of a plumber, electrician or some other service you can probably find someone to hire here.  In the evenings it is common to see people resting after a hard day's work before boarding the subway to begin their long commute home.  It's also a great place to relax after a long day spent exploring the city.</p>

بهااله در دوران تبعیدش توسط سلطان عثمانی در سال1890 به پسرش گفت که آنچه از <a href="http://fa.wikipedia.org/wiki/%D8%A8%D8%A7%D8%A8"><span style="font-weight:bold;">باب</span></a> (<a href="http://fa.wikipedia.org/wiki/%D8%A8%D8%A7%D8%A8"><span style="font-weight:bold;">سید علی محمد شیرازی</span></a>)باقی مانده است در کوه کارمل در شمال اسراییل دفن کنند.محل دفن باب که بعد از تیرباران شدن به فرمان <a href="http://fa.wikipedia.org/wiki/%D8%A7%D9%85%DB%8C%D8%B1%DA%A9%D8%A8%DB%8C%D8%B1">امیر کبیر</a> در تبریز مخفی بود توسط پیروانش به هیفا منتقل شد.<br />
در باغ حیفا گنبد بزرگی وجود دارد که زیارتگاه بهاییان است و محل دفن باب و بهااله است.معماری این زیارتگاه یادآور ستون های سنگ خارا رومی و معماری پایتخت یونان باستان و درخشندگی معماری شرق است.<br />
این باغ فوقالعاده زیبا توسط پیروان بهاییت و بدون کمک گرفتن مالی از غیر بهاییان با هزینه 250میلیون دلار ساخته شده است گه این باغ توسط یونسکو(UNESCO)به عنوان میراث جهانی شناخته شده است.پیروان بهاییت بین 5 تا 7 میلیون برآورده می شود.</div>

<h4>Une équipe Liban-Serbie a gagné le premier prix du Mondialogo School Contest, le plus grand concours mondial d’élèves du secondaire. Le deuxième prix va à une équipe Indonésie-Ukraine. Des équipes Allemagne-Mexique et Syrie-Etats-Unis se partagent le troisième prix.</h4>
<p><!-- HEADING 2 -->Des prix spéciaux pour la durabilité et la diversité culturelle sont allés respectivement à des duos Russie-Turquie et Bénin-Etats-Unis. Toutes ces annonces ont été faites lors de la cérémonie de gala du Symposium Mondialogo School Contest, le 28 septembre à Beijing.</p>
<p>Koïchiro Matsuura, Directeur général de l’UNESCO, a déclaré : « Je me réjouis de la qualité des projets présentés et du succès grandissant de l’initiative Mondialogo qui promeut la diversité culturelle en fournissant à de jeunes élèves du monde entier l’occasion de s’engager dans une grande expérience d’apprentissage interculturel. Ce concours scolaire met en pratique les idéaux sur lesquels repose l’UNESCO ». <!--more--></p>
<p>Plus de 36 000 élèves de 140 pays ont participé à l’édition 2007/2008 du concours Mondialogo qui a pris fin lors du Symposium (25 au 28 septembre, Beijing). Au total 2740 équipes, regroupant à chaque fois deux pays, ont travaillé sur des projets communs: site ou pages internet, travail musical, pièce de théâtre, collage, document photographique, sculpture par exemple. Les 25 équipes sélectionnées se sont réunies à Beijing pour débattre de la signification des échanges culturels et présenter leurs projets au jury du concours.</p>
<p>« Seules trois équipes pouvaient atteindre le sommet du classement mais tous les participants au Mondialogo School Contest sont des gagnants, a déclaré Dieter Zetsche, directeur du comité de direction de Daimler AG. Ces jeunes sont vraiment des citoyens du monde. Ils ont surmonté leurs différences culturelles et montré des qualités fondamentales, comme le respect et la compréhension, lors de la création de leurs projets ».</p>
<p>Le but du Mondialogo School Contest, lancé en 2003 par Daimler et l’UNESCO, est d’encourager le dialogue entre des élèves du secondaire de différentes origines culturelles et de différents continents. Ils doivent travailler ensemble autour d’un projet commun. En réalisant leurs projets interculturels, les élèves doivent développer compréhension, solidarité, tolérance et respect pour des gens de culture, religion, langue et origines différentes.</p>
<p>L’initiative Mondialogo comprend aussi le Mondialogo Engineering Award, qui encourage le dialogue interculturel et le transfert de connaissances entre les pays industrialisés et les pays en développement. L’initiative dispose d’un portail internet en cinq langues et d’un magazine interculturel. Parmi les ambassadeurs du projet Mondialogo, on peut citer l’auteur brésilien Paulo Coelho et l’écrivain suédois Henning Mankell.</p>

<title><![CDATA[Nara]]></title>

<p>On Saturday, April 19, 2008, I went to Nara for a 2 day trip.  Nara is a relatively unknown historical centre in Japan.  When people talk about old Japan, they almost always say Kyoto.  Kyoto is a beautiful city, but as some people say, it's a mix of new and old.  Kyoto has lost a lot of what makes it a true old city.  Nara fills that gap.</p>
<p>Located roughly 1 hour from Kyoto, it was the captial in Japan just prior to it moving to Kyoto.  When entering Nara, the biggest difference you see and feel is the size of the city.  Kyoto has a grand department store towering over the city and various other modern buildings surrounding the station.  Nara, by contrast, is a typical small city in Japan.  When you enter the city, the buildings aren't as tall, and the surrounding mountains are easier to see.  The historical temples and shrines are also easier to visit, compared to Tokyo.  Visiting Kyoto should take 2-3 days.  Nara can be finshed within 2.  However, the main disadvantage of Nara is that when it's night, the city shuts down.  However, after a full day of walking around the city, this isn't a bad thing.</p>

<p>If you plan to go to Nara, you should start with Nara Park.  It is by far the most important place to visit when in Nara.  All of the UNESCO World Heritage Sites are located there.  The park itself can be explored in half a day, however spending a full day or two is needed to truely explore this park.  Don't forget to spend a few hundred yen to buy some Shika Senbe (Deer Crackers).  It's fun to feed the deer, but beware, they are very aggressive when you have food for them.  Also note that May is the birthing season, so mothers will be extra protective of their offspring.  The only other activities in Nara are within Todai-ji.  The first is Yakushi Nyorai.  This is the scary wood carving to the right of the main hall's entrance.  He's wearing a red cap and cape.  While scary, this carving is the Buddha of Medicine/Healing.  In Japanese, rubbing the statue will heal any of your problems.   In English, it said you have to rub the corresponding part of the sculpture.  You can take your pick.  The other activity is a small hole in one of the pillars within the main hall itself.  You will often see children crawl through.  If you can make it through the hole (also said to be the size of the Buddha statue's nostril) you'll gain enlightenment in your next lifetime.  I don't know if it matters if you go head first, feet first.</p>
<p>Spending a few hours in Naramachi is also essential.  You will be able to see a lot of the old city.  Houses and shops in this area are from the Edo era.  You'll be able to see some small museums and other small shops selling various goods.  You can spend a few hours getting lost or take a guided walking tour.  Wandering on your own is fine, but expect to be bored after an hour or so.  You may even stumble upon an old shrine that is surrounded by homes.</p>

<p>Horyu-ji is also a place to visit if you have time.  It's a wonderful temple complex located just outside the city.  There are 3 main temples in the complex and each of them are beautiful.  Also located outside the city itself is Yoshino (about 1 hour) .  It's a mountain range that my friends say is beautiful and offers wonderful hikes.  Beware, however, as the buses back down the mountain may stop running before you finish the hike.  :)</p>
<p>Just a quick tip when going to Nara.  Bring LOTS of money.  While most temples and shrines in Japan are free, the famous ones tend to cost money.  The average price is 500 Yen per temple/shrine.  Be aware of this and plan accordingly.  Lastly, just enjoy yourself.  I find that in all of my travels, taking your time is more enjoyable than trying to see everything.  Allow for this and you'll enjoy it.</p>
